自2022年1月29日起，“海外申請(qǐng)護(hù)照在線預(yù)約系統(tǒng)”停止使用，所有普通護(hù)照、旅行證業(yè)務(wù)均將通過(guò)“中國(guó)領(lǐng)事”APP申請(qǐng)辦理。

確有特殊困難無(wú)法通過(guò)APP申請(qǐng)或有緊急需要人員，請(qǐng)聯(lián)系相關(guān)使領(lǐng)館通過(guò)“綠色通道”進(jìn)行線下辦理，“綠色通道”具體辦證要求、流程及所需材料請(qǐng)參照相關(guān)使領(lǐng)館官網(wǎng)有關(guān)通知或咨詢相關(guān)使領(lǐng)館。

（一）下載注冊(cè)“中國(guó)領(lǐng)事”APP

“中國(guó)領(lǐng)事”APP可通過(guò)蘋(píng)果應(yīng)用商店、騰訊應(yīng)用寶商店、小米應(yīng)用商店、華為應(yīng)用商店或掃描下圖中的二維碼下載。下載成功后使用電子郵箱或中國(guó)手機(jī)號(hào)注冊(cè)賬號(hào)，根據(jù)提示填寫(xiě)中國(guó)身份證號(hào)或普通護(hù)照號(hào)（如無(wú)上述證件，可使用他人已實(shí)名認(rèn)證的賬號(hào)辦理或聯(lián)系使領(lǐng)館線下辦理）完成實(shí)名認(rèn)證，之后即可正常登錄使用。

（1）登錄APP，點(diǎn)擊“護(hù)照旅行證”或“應(yīng)急旅行證”業(yè)務(wù)模塊（“應(yīng)急旅行證”業(yè)務(wù)僅適用于短期出國(guó)旅游、出差等丟失護(hù)照急需回國(guó)人員，在當(dāng)?shù)鼐恿簟W(xué)習(xí)、工作人員應(yīng)選擇“護(hù)照旅行證”業(yè)務(wù)），選擇擬辦證使領(lǐng)館；

申請(qǐng)人如未滿16周歲，有關(guān)操作應(yīng)由其父母一方或法定監(jiān)護(hù)人協(xié)助，請(qǐng)根據(jù)相關(guān)使領(lǐng)館通知或APP內(nèi)提示要求上傳父母一方或法定監(jiān)護(hù)人同意辦理護(hù)照的書(shū)面意見(jiàn)，父母一方或法定監(jiān)護(hù)人的護(hù)照等身份證件，以及證明法定監(jiān)護(hù)關(guān)系的材料等（如出生證明、戶口簿等）。

2、身份驗(yàn)證

為確保相關(guān)證件申請(qǐng)系本人操作，APP將對(duì)申請(qǐng)人進(jìn)行人臉識(shí)別。如確實(shí)無(wú)法通過(guò)身份驗(yàn)證，可點(diǎn)擊“跳過(guò)”直接進(jìn)入下一步，但之后需要在線預(yù)約視頻面談時(shí)間或根據(jù)使領(lǐng)館要求到館面談等。

3、提交材料

Submission

原則上相關(guān)辦證材料均可通過(guò)APP在線提交。

如選擇郵寄遞交方式，需在使領(lǐng)館審核后，將打印或手寫(xiě)的申請(qǐng)人姓名及訂單號(hào)、舊護(hù)照或旅行證等材料郵寄至相關(guān)使領(lǐng)館。請(qǐng)根據(jù)使領(lǐng)館要求，在“我的訂單”或“消息中心”跟蹤辦證進(jìn)度，適時(shí)郵寄材料。

4、支付繳費(fèi)

PaymentPayment

APP支持微信線上繳費(fèi)（部分館適用），申請(qǐng)人可選擇郵寄支票或到館現(xiàn)場(chǎng)繳費(fèi)。如證件不符合受理?xiàng)l件或需退還差額，費(fèi)用退還將通過(guò)原支付渠道進(jìn)行。應(yīng)急旅行證申請(qǐng)一經(jīng)提交無(wú)法撤回，線上已繳納費(fèi)用不予退還。

TheAPP supports online payment by WeChat (applicable to some pavilions),and applicants can choo to pay the fee by mail check or on site atthe pavilion. If the document does not meet the acceptance criteriaor the difference needs to be refunded, the fee refund will be madethrough the original payment channel. Once the emergency travelpermit application is submitted, it cannot be withdrawn and the feepaid online is non-refundable.

5、提交申請(qǐng)

Submitan application

完成上述步驟并成功提交訂單后，相關(guān)申請(qǐng)將提交使領(lǐng)館審核。申請(qǐng)人可在“我的訂單”或“消息中心”跟蹤辦證進(jìn)度，使領(lǐng)館工作人員將及時(shí)通過(guò)APP反饋審核進(jìn)展，視情在APP中留言要求補(bǔ)充上傳材料。

6、面談面審

Face-to-faceinterview

申請(qǐng)人為未成年人或人臉識(shí)別未通過(guò)等情形，使領(lǐng)館可能要求與申請(qǐng)人通過(guò)APP進(jìn)行視頻面談或到館面談。申請(qǐng)人應(yīng)注意關(guān)注訂單狀態(tài)，及時(shí)選擇預(yù)約時(shí)間。使領(lǐng)館工作人員會(huì)按照預(yù)約時(shí)間主動(dòng)發(fā)起視頻面談。視頻面談過(guò)程中，請(qǐng)準(zhǔn)備好有關(guān)辦證材料原件，配合工作人員進(jìn)行截圖操作，并回答相關(guān)提問(wèn)。

7、領(lǐng)取證件

如選擇到館取證，使領(lǐng)館審核通過(guò)并制證完畢后，APP中辦證進(jìn)度更新為“新證件已制作完畢”時(shí)，可到館領(lǐng)取；如選擇郵寄取證，使領(lǐng)館將根據(jù)申請(qǐng)人在線提供的地址郵寄制妥證件。

二、因公護(hù)照

（一）因公護(hù)照換發(fā)

OfficialPassport Exchange

國(guó)際職員及國(guó)內(nèi)公派常駐人員換發(fā)因公護(hù)照，申請(qǐng)人應(yīng)自行聯(lián)系國(guó)內(nèi)派出單位，由國(guó)內(nèi)派出單位向原發(fā)照機(jī)關(guān)提出換照申請(qǐng)。接到原發(fā)照機(jī)關(guān)通知后，使領(lǐng)館受理申請(qǐng)。申請(qǐng)人向使領(lǐng)館提交以下材料：

Forthe renewal of official passports for international staff anddomestic permanent staff on official assignment, the applicant shouldcontact the domestic dispatching unit, which will submit anapplication for renewal to the original issuing authority. Afterreceiving the notification from the original issuing authority, theembassy or consulate will accept the application. Threerecent (within 6 months) frontal, bareheaded color half-body IDphotos (glossy photo paper), 48mmx33mm, head width 15mm-22mm, height28mm-33mm, white background, no light-colored clothes. 3、護(hù)照原件及護(hù)照資料頁(yè)復(fù)印件；換發(fā)新照后，原照將被注銷(xiāo)并退還申請(qǐng)人。

（二）因公護(hù)照補(bǔ)發(fā)?

國(guó)際職員及國(guó)內(nèi)公派常駐人員因公護(hù)照遺失、被盜或損毀，可申請(qǐng)補(bǔ)發(fā)因公護(hù)照。申請(qǐng)人應(yīng)自行聯(lián)系國(guó)內(nèi)派出單位，由國(guó)內(nèi)派出單位向原發(fā)照機(jī)關(guān)提出補(bǔ)發(fā)申請(qǐng)。接到原發(fā)照機(jī)關(guān)通知后，使領(lǐng)館受理申請(qǐng)。申請(qǐng)人向使領(lǐng)館提交以下材料：

Internationalstaff and domestic permanent staff on official business passportslost, stolen or destroyed, can apply for the replacement of officialpassports. 4、護(hù)照遺失、被盜的，需填寫(xiě)聲明：“本人已被告知并確認(rèn)，即使丟失的護(hù)照找回也不能再次使用，也不可撤銷(xiāo)補(bǔ)證申請(qǐng)，并將承擔(dān)由此引起的法律責(zé)任”。護(hù)照損毀的，需提交損毀護(hù)照。

香港居民在國(guó)外發(fā)生護(hù)照或其他旅行證件過(guò)期、丟失或損毀的情況，應(yīng)親自前往使領(lǐng)館辦理。使領(lǐng)館接到申請(qǐng)后，將向特區(qū)政府核實(shí)申請(qǐng)人的證件和身份情況，如屬實(shí)，將為申請(qǐng)人頒發(fā)《入境身份陳述書(shū)》和“中華人民共和國(guó)香港特別行政區(qū)進(jìn)入許可”（粘貼于陳述書(shū)上）。所需材料如下：?

（一）使領(lǐng)館不直接受理或轉(zhuǎn)遞澳門(mén)特區(qū)旅行證件的申請(qǐng)。

（二）海外澳門(mén)特區(qū)旅行證件申請(qǐng)人可直接向特區(qū)身份證明局索取“澳門(mén)特區(qū)旅行證件申請(qǐng)書(shū)”以及“海外郵寄申請(qǐng)須知”，按要求填寫(xiě)表格，并備齊有關(guān)材料后，直接將材料寄送至：澳門(mén)南灣大馬路804號(hào)中華廣場(chǎng)20樓?澳門(mén)郵箱1089號(hào)?身份證明局局長(zhǎng)。

年滿18歲的澳門(mén)居民倘在國(guó)外遺失特區(qū)旅行證件，可通過(guò)“澳門(mén)公共服務(wù)一戶通”手機(jī)應(yīng)用程序使用“海外求助—旅游途中遺失證件”服務(wù)，如有需要，亦可同時(shí)為同行家人（包括配偶、于身份證的本次發(fā)出日期已滿5歲的子女、父母或配偶父母）提出求助申請(qǐng)，所有求助人須進(jìn)行面容識(shí)別確認(rèn)身份。申請(qǐng)人按系統(tǒng)指示輸入所需數(shù)據(jù)后，會(huì)實(shí)時(shí)獲發(fā)24小時(shí)有效的申請(qǐng)編號(hào)及通過(guò)手機(jī)收取驗(yàn)證碼短訊，相關(guān)人士憑有效的申請(qǐng)編號(hào)及驗(yàn)證碼到所登記的中國(guó)駐外使領(lǐng)館申辦旅行證件，可獲使領(lǐng)館確認(rèn)澳門(mén)居民身份，無(wú)需身份證明局再提供數(shù)據(jù)，從而加快發(fā)出一次性旅行證件予求助人返回澳門(mén)。
