促進舉辦城市和國家的經濟發展具有深遠意義。具體來說，世博會本身構成會展經濟，并由

此帶動一系列產業鏈的發展。從前期的基礎設施投資，到會展期間將引導巨大的物流、人流、

資金流進入上海，為經濟增長和服務業發展帶來強大推動力量。

2010年以“城市讓生活更美好”為主題的上海世博會，是第一次以城市為主題的世博會，

將給上海帶來巨大商機和財富，世博會約需30億美元投資，旅游業直接收入將達911億元

人民幣，由此帶動的上海交通、通信等城市基礎設施、商業設施、舊區改造等延伸領域投資，

將是直接投資的5至10倍。據保守估計。單是世博會門票、餐飲、旅游紀念品給上海帶來

的直接收人，就將超過90億元人民幣，經濟效益將比2002年的韓日世界杯高出15倍。

自英國倫敦在1851年舉辦首屆世博會以來，國際大都市一直都熱衷于舉辦各種博覽會

乃至世博會。美國紐約舉辦過6次世博會，法國巴黎舉辦過6次，日本舉辦過4次，德國漢

諾威就是因會展而聞名的城市，每年舉辦大約60個博覽會。無疑，上海舉辦2010年世博會，

可以極大地提高國際化城市地位，有助于增進國際問、地區間的交流合作，提高市民的科學

文化素質，豐富市民生活，提升上海的城市知名度和整體形象。

2010年上海世博會可推動上海實現社會可持續發展的規劃和建設，進一步改善城市生

動上海早日進入以人為本的發展階段，大大促進當地產業結構的調整，實現產業升級，促進

以會展業發達的德國漢諾威為例，在漢諾威市第三產業中，世博會及相關會展業就業人

數占到2／3以上。上海世博會每1000平方米的展廳面積，可創造100個就業機會，無疑為

上海提供了良好的運行機制。中國加入世貿組織步伐的加快，將使上海的國際貿易、海外投

資更上一層樓，作為促進貿易、啟動市場的杠桿，2010年上海世博會的舉辦必定會獲得更

香港每年的會展人均消費額24826港元，為度假消費的3倍；新加坡一般游客只逗留3．7

天，消費710新元，會議客人則逗留7．7天，消費達1700新元。在20lO年世博會場館內

外游客將需要大量的各種消費品和食品，世博會及相關產品的消費成為上海旅游業的拳頭產

品之一。

擴張效應。

上海約30億美元投資將直接投入世博會園區建設中，江浙滬因上海“世博圈”效應將共

同受益，并帶動上長三角地區的十幾個城市如：杭州、蘇州、無錫、常州等電子業、制造業、

房產業等行業的迅速發展。上海將采取“分散接待”方式接待游客，與上海為鄰的蘇、錫、常

等城市，將借“大上海旅游”的宏觀主題，憑借交通優勢接受上海輻射，長三角地區物流、商

從理論上來說，上海世博會的舉辦不僅可以提升舉辦城市上海的整體價值，而且可以通

觀世博會的歷史我們發現，作為一項耗資巨大的工程，世博會也同時會給主辦國和主辦城市

帶來一定的風險。這個風險主要包括世博會本身的經營風險，例如可能會出現財務虧損；還

包括世博會的舉辦可能無法產生主辦方所預期的正外部效應，如對區域經濟一體化的促進作

用以及產業結構調整作用。因此，對于上海來說舉辦世博會的機會與風險并存。
