CALCULATION OF STANDARDS FOR THE RATE
OF DISCHARGE OF UNTREATED SEWAGE FROM SHIPS
1.說明：
a)根據經MEPC.164(56)決議修訂的《73/78 防污公約》附則IV 第11.1.1 條的規定：“船舶在距最近陸地3 海里以外，使用主管機關按照本附則第9.1.2 條所認可的設備，排放業經粉碎和消毒的生活污水，或在距最近陸地12 海里以外排放未經粉碎或消毒的生活污水。但不論哪種情況，不得將集污艙中儲存的生活污水，或來自裝有活動物處所的生活污水即刻排光，而應在船舶以不低于4 節的航速航行時，以適當的速率排放；排放速率應經主管機關根據本組織制訂的標準1予以認可。”
b)本組織制訂的標準1系指由國際海事組織MEPC.157（55）號決議通過的“船舶排放未經處理的生活污水的速率標準的建議”。
c)本計算書系根據上述標準進行計算，將和 MEPC157（55）號決議（見附件）一起存放于船上。

3.最大允許排放率的計算：
最大允許排放率

其中，DRmax 為最大允許排放率（m3/h），Vmax 為船舶最大航行速度（節），Dmax 為船舶最大夏季吃水（m），B 為船寬（m）。
最大允許排放率指的是任何 24 小時的時間段計算出的平均速率，或如果排放時間小于24 小時，在時間段內的平均速率，在每小時的基礎上測量時可以超過，但不高于20％。
注：
1.對于不同的吃水情況，需要確定出的船舶計算VDB，最大至包括根據《1966年國際載重線公約》第3 條勘劃的夏季吃水。
2.如果船舶使用標準在固定速率的泵從污水艙排放生活污水，該泵可以：
－校準到 4 節航速時的允許排放率；或者
－校準到超過 4 節航速的某一具體最小航速時的允許排放速率。
4.次級排放率的計算
如果預期的實際排放率超過4 節航速時的允許值，需要減少實際排放率或增加航速。在吃水和速度的不同組合下排放生活污水，次級排放率

其中，DRmax 為最大允許排放率（m3/h），V 為船舶在該段時間內的平均速度（節），D 為船舶吃水（m），B 為船寬（m）。

5. 對排放速率的遵守
在根據本標準進行生活污水排放時，負責生活污水操作的船員應確保船舶正在航行之中，距最近陸地的距離超過12 海里，航行速度與主管機關批準的排放速率相一致。鼓勵排放要求高的船舶保持其實際排放計算記錄，以便表明其符合經批準的速率。
1.Introduction：
a)According to MARPOL ANNEX IV Regulation 11.1.1 with amendment by MEPC.164(56)(Discharge of wage)
“the ship is discharging comminuted and disinfected wage using a system approved by the Administration in accordance with regulation 9.1.2 of this Annex at a distance of more than 3 nautical miles from the nearest land, or wage which is not comminuted or disinfected, at a distance of more than 12 nautical miles from the nearest land, provided that, in any ca, the wage that has been stored in holding tanks, or wage originating from spaces containing living animals, shall not be discharged instantaneously but at a m
oderate rate when the ship is en route and proceeding at not less than 4 knots; the rate of discharge shall beapproved by the Administration bad upon standards developed by the Organization1;:
b) “standards developed by the Organization1” here means the standard adopted by IMO MEPC.157（55）,“RECOMMENDATION ON STANDARDS FOR THE RATE OF DISCHARGE OF UNTREATED SEWAGE FROM SHIPS”。（Herewith attached after this calculation）
c)This approved calculation is carried out in accordance with above standard and shall be provided onboard together with Resolution MEPC157（55）。
