世界貿易組織

加入時間：2001．11．10

組織簡介：

世界貿易組織（簡稱WTO）成立于1995年1月1日，總部設在日內瓦。其宗

旨是促進經濟和貿易發展，以提高生活水平、保證充分就業、保障實際收入和有

效需求的增長；根據可持續發展的目標合理利用世界資源、擴大貨物和服務的生

產；達成互惠互利的協議，大幅度削減和取消關稅及其他貿易壁壘并消除國際貿

易中的歧視待遇。截至今年10月底，該組織有成員134個，現任總干事是新西

蘭的邁克爾·肯尼思·穆爾。

中國的作用：

中國在世界貿易組織不同成員之間發揮了橋梁作用，縮小了它們在關鍵問題上的

分歧。中國“入世”，將是“世貿組織”發展中的一個重要的里程碑，它從此成為一

個名副其實的世界貿易組織，使它不僅反映發達國家的聲音，而且也充分反映發

展中國家的聲音，從而使之面目一新，開始它發展的新階段。

國際原子能機構

加入時間：1984年

組織簡介：

國際原子能機構是聯合國的核監督組織，提倡和平使用核能，以及防止核技術被

用作軍事用途．在監督各國履行國際協議和決議，例如伊拉克、伊朗和朝鮮的核

問題方面，國際原子能機構擔當著一個重要的角色。國際原子能機構也研究核能

在例如農業、工業和醫藥方面的應用。該組織與成員國特別是發展中國家分享有

關的知識和專門技術，以及定下安全的標準。國際原子能機構也就核電站的發展

與操作，以及如何處理核廢料等問題向成員國提供協助與建議。

中國的作用：

中國提供了許多專家，幫助籌備會議，提供設備，同時也在農業，安全利用核能

方面有很好合作，將推動核能和核技術的開發作為己任，充分發揮它在開發新一

代核電技術中的協調作用。

亞太經合組織

加入時間：1991．11

組織簡介：

亞太經濟合作組織是亞太地區的一個主要經濟合作組織。1989年1月，澳大利

亞總理霍克訪問韓國時建議召開部長級會議，討論加強亞太經濟合作問題。經與

有關國家磋商，1989年11月5日至7日，澳大利亞、美國、加拿大、日本、

韓國、新西蘭和東盟6國在澳大利亞首都堪培拉舉行亞太經濟合作會議首屆部長

級會議，這標志著亞太經濟合作會議的成立。1993年6月改名為亞太經濟合作

組織，簡稱亞太經合組織或APEC。

中國的作用：

中國堅持人民幣不貶值，才使東南亞國家減少了由于亞洲金融危機而蒙受的損失。

中國成為APEC的成員提高了其作為地區領導者以及在全球舞臺上的作用。中

國作為APEC的成員正日益發揮著重要的作用。無論在經濟發展還是貿易自由

化，無論是在反恐還是在維護地區和世界的和平與穩定，中國的貢獻都是積極而

重大的, 發揮著經濟和政治主導作用。”

聯合國

加入時間：1945．10．24

組織簡介：

聯合國于1945年10月24日成立,由51個國家承諾通過國際合作和集體安全維

護和平。聯合國共有191個會員國。 一國成為聯合國會員國時,同意接受《聯合

國憲章》的義務。《聯合國憲章》是一個國際條約,其中規定了國際關系的基本

原則。根據《憲章》,聯合國的四項宗旨為:維持國際和平與安全;發展國家間友好

關系;合作解決國際問題,增進對人權的尊重;成為協調各國行動的中心。 聯合國

并非世界政府,不制定法律。聯合國有六個主要機關。其中大會、安全理事會、

經濟及社會理事會、托管理事會和秘書處五個機關設在紐約聯合國總部。第六個

主要機關是國際法院,設在荷蘭海牙。

中國的作用與主張：

中國作為聯合國的主要發起國之一，先后參加了籌備成立聯合國的華盛頓會議、

莫斯科會議、華盛頓橡樹園會議和舊金山會議，為《聯合國憲章》的正式生效和

聯合國的正式成立發揮了一定的作用。特別是1971年10月25日聯合國大會恢

復了中華人民共和國在聯合國的合法席位以來，中國認真遵循聯合國憲章精神，

切實履行聯合國的各項義務以及安理會常任理事國的重要職責，在聯合國內發揮

著越來越大的作用。中國主張加強聯合國作用,擴大國際合作,促進世界和平與發

展。
