近年來頻繁制修訂了多項與鞋類產品相關的技術法規，對我國鞋類歐盟是中國鞋類產品的主要出口市場之一，

Analysis on the Main Technical Trade Measures and the Legislative Trend

of European Footwear Products

Abstract:

EU is one of the main export markets of China's footwear products. In recent years, EU has frequently

formulated and revid a number of technical regulations, which have hindered the export of footwear products in China.

This paper analyzes the situation that Chine footwear products were notified by the EU RAPEX system from 2009 to

2018, finds out that Chine footwear products are mainly affected by EU technical trade measures such as GPSD and

REACH regulation, and studies the legislative trend of the technical trade measures from the perspectives of WTO/TBT

notification and EU regulation proposal. The purpo of this paper is to help export enterpris understand the possibility

of future development of EU footwear requirements, so that enterpris can prepare for that in advance.

1 引 言

歐盟是中國鞋類產品主要的、傳統的出口市場中，2018年歐盟對中國鞋類產品的進口額為102.8億

之一。據UN Comtrade數據庫相關數據統計，2009美元，同比增長5.0%，在中國鞋類產品471.4億美元
