【英文演講】聯合國潘基文秘書長致辭
A record 130 million people are dependent on humanitarian assistance
to survive. Grouped together, the people in need would compri the
tenth most populous nation on Earth.
世界上有1.3億人依賴人道主義援助生存。這些待援者加在一起,人數相當于地球上第十個人口最多的國家。
The figures are truly staggering, yet they tell only a fraction of
the story. Hidden behind the statistics are individuals, families and
communities who lives have been devastated. People no different to you
and me: children, women and men who face impossible choices every day.
They are parents who must choo between buying food or medicine for their
children; children who must choo between school or working to support
their families; families who must risk bombing at home or a perilous escape
by a.

The solutions to the cris that have plunged the people into such
desperate hardship are neither simple nor quick. But there are things we
can all do – today, and every day. We can show compassion, we can rai
our voices against injustice, and we can work for change.

World Humanitarian Day is an annual reminder of the need to act to
alleviate the suffering. It is also an occasion to honour the humanitarian
workers and volunteers toiling on the frontlines of cris. I pay tribute
to the dedicated women and men who brave danger to help others at far
greater risk.

Today, I urge everyone to sign on to the United Nations “World You’d Rather” campaign. As well as raising awareness and building empathy,
the campaign has a concrete goal: to rai money for the UN’s Central
Emergency Respon Fund and to enrol the support of individuals everywhere
as Mesngers of Humanity. We need everybody to demand that their
societies and governments put humanity first.

Earlier this year, 9,000 participants gathered in Istanbul for the
first-ever World Humanitarian Summit. World leaders committed to
transform the lives of people living in conflict, disaster and acute
vulnerability. They rallied behind the Agenda for Humanityand its pledge
to leave no one behind.

their part. Each one of us can make a difference. On this World
Humanitarian Day, let us unite in the name of humanity and show that we
cannot and will not leave any one behind.

Today’s world has the largest generation of youth in history.
Their needs and potential are increasingly recognized in the
international community. I am proud to have made youth issues a priority,
including by appointing the first-ever Youth Envoy to rve as a liaison
between the United Nations and the world’s young people.

This elevation on the global agenda comes at a critical time.
Young people hold the key to society’s future advancement, yet too often
they face barriers to their personal progress. More than 73 million are
unemployed, making youth three times more likely than adults to be out
of work.

The turmoil prevailing in many societies today adds to the urgency
of addressing youth unemployment. Too many youth in developing countries
are trapped into working poverty stemming from the irregularity of jobs.
They toil without formal employment or social protection. Jobs creation
is not keeping up with new entrants to the labour market.

Young people are understandably arching for the financial
curity, personal satisfaction and n of purpo that come from
meaningful employment. Leaders have pledged to assist them in this effort.
The visionary 2030 Agenda for Sustainable Development calls for
substantially increasing the number of youth with the skills they need
for employment, decent jobs and entrepreneurship.

青年人追尋有意義的就業機會,進而獲得經濟保障、實現自我價值,這是可以理解的。各國領導人已承諾在這方面協助青年人。《2030年可持續發展議程》高瞻遠矚,呼吁大幅增加掌握就業、體面工作和創業所需技能的青年人數。
Empowering young people through skills development strengthens
their capacity to help address the many challenges facing society,
including poverty, injustice and violent conflict. There is no better
investment than helping a young person to develop their abilities.
Successful skills programmes link young people with opportunities to gain
experience and jobs. It is especially critical to cultivate girls and
young women with skills in science, technology and innovation.
通過提升技能而增強青年的權能,使青年更有能力幫助解決社會面臨的許多挑戰,包括貧窮、不公正和暴力沖突。幫助青年提升能力是最好的投資。成功的技能提升項目把青年與積累經驗和就業機會聯在一起。培養女童和青年婦女掌握科技和創新技能尤其重要。
The United NationsGlobal Initiative on Decent Jobs for Youthis
bringing together the UN system, governments, business, academic

On this World Youth Skills Day, let us renew our resolve to invest

Cooperative endeavour is about empowerment, inclusion and
sustainability. It is designed to uphold the principles of equality and
democratic participation. It embodies the principle of the Sustainable
Development Goalsthat no-one should be left behind.
合作社運動致力于提高權能、促進包容、增強可持續性。其宗旨是實現平等和民主參與的原則。它體現了可持續發展目標所秉持的“不讓任何一個人掉隊”的原則。
Cooperatives play an important role in many societies. The United
Nations estimates that one person in every six is either a member or a
client of a cooperative. Worldwide, some 2.6 million cooperatives employ
12.6 million people. Their asts are worth about US$20 trillion and they
generate about US$3 trillion in annual revenue.
合作社在許多國家發揮重要的社會作用。據聯合國估計,每6人中便有1人是合作社的成員或客戶。全世界大約有260萬個合作社,雇用人數達1260萬。其資產值約計20萬億美元,年收入約達3萬億美元。
Like the SDGsthemlves, cooperatives are people-centred. Owned and
run by their members, cooperatives are strongly committed to the
communities they rve. Agricultural cooperatives help to improve the
productivity of small producers by facilitating access to markets, credit,
insurance and technology. Social cooperatives can provide an important
safety net in the face of declining or minimal public welfare.
合作社與可持續發展目標一樣,也是以人為本。合作社由成員擁有和經營,堅定致力于為所服務群體作出貢獻。農業合作社協助小生產者拓展市場,獲取信

In the financial ctor, cooperatives rve more than 857 million
people, including tens of millions of people who live in poverty. Since
the 2007-2008 global financial and economic crisis, financial
cooperatives have proven their strength and value. They have maintained
good credit ratings, incread their asts and turnover, and experienced
growth in membership and customer ba.

employment, poverty, hunger, and equality.

The world is now embarking on carrying out twin plans for the future that
have the potential to transform our world: the 2030 Agenda for Sustainable
Developmentand the Paris Agreementon climate change. Both can be
advanced through actions of the shipping industry, giving added meaning to
this year’s commemoration of the Day of the Seafarer.
世界各國正在著手執行《2030年可持續發展議程》和關于氣候變化的《巴黎協定》這兩個可能變革世界未來的計劃。航運業的行動有助于推進這兩個計劃,這使今年的海員日慶祝活動更具意義。
By helping keep the world’s people clothed, fed and houd, afarers
have the potential to drive economic growth that is socially inclusive and
environmentally sound.

At the same time, we must ensure that afarers themlves benefit from
the Sustainable Development Goals. Their work can be dangerous and difficult.

Yoga is an ancient physical, mental and spiritual practice that
originated in India and is now practiced in various forms around the world.
The word ‘yoga’ derives from Sanskrit and means to join or to unite,
symbolizing the union of body and consciousness.

瑜伽術是一種古老的身體、心理和精神鍛煉方法,發源于印度,現以多種形式為世界各地的人們所習練。“瑜伽”這個詞來自梵語,意思是接合,或曰統一,象征著身心合一。
Yoga balances body and soul, physical health and mental well-being.
It promotes harmony among people, and between ourlves and the natural
world. Recognizing its universal appeal, the United Nations General
Asmbly proclaimed 21 June as the International Day of Yoga.
瑜伽兼修身體與精神,使人體健康與精神愉悅達到平衡。它既增進人際和睦,又促進人類與自然界和諧相處。聯合國大會認識到瑜伽深受大眾喜愛,因此宣布6月21日為國際瑜伽日。
This year’s obrvance of the International Day of Yoga highlights
the important role healthy living plays in the realization of
the Sustainable Development Goals, adopted last year by all 193 United
Nations Member States.
今年國際瑜伽日活動所強調的重點是,健康生活對于實現聯合國193個會員國去年全體通過的可持續發展目標有著重要作用。
As exerci, yoga has multiple benefits. Physical inactivity is
linked with a number of non-communicable dias, such as cancer,
diabetes and cardiovascular dias, which are among the leading caus
of illness and death worldwide. By improving fitness, teaching us how to
breathe correctly, and working to diminish stress, yoga can help to
cultivate healthier lifestyles.

Dertification, land degradation, drought and climate change are
interconnected. As a result of land degradation and climate change, the
verity and frequency of droughts have been increasing, along with floods
and extreme temperatures. More than 50 per cent of agricultural land is
moderately or verely degraded, with 12 million hectares lost to
production each year.
荒漠化、土地退化、干旱和氣候變化相互關聯。由于土壤退化和氣候變化,干旱日益嚴重和頻繁,洪泛災害和極端氣溫也愈告猖獗。50%以上的耕地都有不同程度的退化,每年有1200萬公頃土地退出耕植。
The livelihoods and well-being of hundreds of millions of people are
at stake. Nearly 800 million people are chronically undernourished as a
direct conquence of land degradation, declining soil fertility,
unsustainable water u, drought and biodiversity loss. Over the next 25
years, land degradation could reduce global food productivity by as much
as 12 per cent, leading to a 30 per cent increa in world food prices.
數億人的生計福祉岌岌可危。土地退化,土壤肥力下降,用水方式無法持續,干旱肆虐和生物多樣性喪失,這直接造成近8億人長期營養不良。在今后25年中,土地退化有可能使全球糧食產量下降12%,世界糧價上升30%。
Without a long-term solution, dertification and land degradation
will not only affect food supply but lead to incread migration and
threaten the stability of many nations and regions. This is why world

leaders made land degradation neutrality one of the targets of
theSustainable Development Goals. That means rehabilitating at least 12
million hectares of degraded land a year.
若無一項長期解決辦法,荒漠化和土地退化就不僅會影響糧食供應,而且還會刺激移徙,危及許多國家和區域的穩定。正因為此,世界各國領導人把土地退化零增長訂為《可持續發展目標》的具體目標之一。這意味著每年需要恢復至少1200萬公頃退化土地。
One important approach is sustainable, climate-smart agriculture.
This will not only help communities to build resilience to climate change,
it will also support mitigation by taking carbon from the atmosphere and
putting it back in the soil. The transition to sustainable agriculture
will also alleviate poverty and generate employment, especially among the
world’s poorest. By 2050, it could create some 200 million jobs across
the entire food production system.

cooperation among all actors to help achieve land degradation neutrality
as part of a broader effort to achieve the Sustainable Development
Goals and build a future of dignity and opportunity for all.

Healthy oceans are critical to sustaining life on Earth. They regulate
the climate and provide a wide range of rvices, including natural
resources, nutritious food and jobs that benefit billions of people.

健康的海洋對于維持地球上的生命至關重要。健康的海洋調節氣候,提供自然資源、營養食物和就業等多種服務,為數十億人民帶來福祉。
In order to protect the health of our oceans, it is crucial for us
to know their current state, and understand the impact that human
activities and climate change are having on them. This past December, the
General Asmbly welcomed the First Global Integrated Marine Asssment,
a truly global scientific evaluation of the state of the world’s oceans.
We now know that although the oceans are emingly endless, their capacity
to withstand human activities is limited, particularly as they also cope
with the threats pod by climate change. Urgent action on a global scale
is needed to alleviate the world’s oceans from the many pressures they
face, and to protect them from future dangers that may tip them beyond
the limits of their carrying capacity.
為了保護海洋的健康,我們必須了解海洋的現狀,認識人類活動和氣候變化對海洋的影響。去年12月,大會對第一次全球海洋綜合評估表示歡迎,認為這是世界海洋狀況的一次真正的全球性科學評價。我們現在知道,海洋貌似無窮無盡,但實際上承受人類活動的能力是有限的,特別是海洋也需要應對氣候變化帶來的威脅。應在全球范圍內采取緊急行動,減輕世界海洋面臨的多種壓力,保護海洋免遭今后的危險,避免海洋超越自身的承載力。
Last year, in adopting the landmark 2030 Agenda for Sustainable
Development, Member States underscored that healthy and productive oceans
will play a crucial role in achieving theSustainable Development Goals.
Healthy oceans will also play an esntial role in climate change
adaptation and mitigation, as we strive to implement the Paris
Agreement.
去年,會員國通過了具有里程碑意義的《2030年可持續發展議程》,強調在實現可持續發展目標的過程中,健康和具有生產力的海洋將發揮重大作用。我們正在執行《巴黎協定》,健康的海洋將同樣在氣候變化的適應和緩解方面發揮重要作用。
On this World Oceans Day, let us all commit to protecting our oceans
and using their gifts peacefully, equitably and sustainably for
generations to come. Healthy oceans are esntial for a healthy planet
and a healthy future for all.
