本課程主要論述貨幣、信用、金融機(jī)構(gòu)、金融市場(chǎng)的基本原理，注重以介紹金融基礎(chǔ)理論與

基本知識(shí)為主線，以貨幣資金運(yùn)動(dòng)、信用活動(dòng)并與之密切聯(lián)系的金融機(jī)構(gòu)和金融市場(chǎng)為載體，以

貨幣政策和金融調(diào)控為主要手段，以深化金融改革、防范和化解金融風(fēng)險(xiǎn)為出發(fā)點(diǎn)和歸宿點(diǎn)的時(shí)

序安排和邏輯聯(lián)系，研究現(xiàn)代社會(huì)貨幣、信用、金融機(jī)構(gòu)與金融市場(chǎng)的本質(zhì)、職能及其發(fā)展和變

化的規(guī)律。課程的重點(diǎn)是貨幣制度、商業(yè)銀行、中央銀行，難點(diǎn)是貨幣需求、貨幣政策調(diào)控。

Finance

This cour studies the esnce, function, development and change of modern

social currency, credit, financial institution and financial market. In the cour, the main

line is the basic financial theory and knowledge, the carrier is the movement of funds,

credit activities, financial institutions and markets. At the same time,the starting point

and ending point of our cour is deepening financial reform, preventing and reducing

financial the focus of our cour is on the monetary system, commercial banks,

central banks, and the difficulty is money demand, monetary policy regulation.

財(cái)政學(xué)是一門應(yīng)用理論學(xué)科，在學(xué)科體系中起著銜接一般經(jīng)濟(jì)理論課和財(cái)政業(yè)務(wù)課的作用。

財(cái)政學(xué)的任務(wù)是闡明財(cái)政的基本知識(shí)、基本理論和基本政策,使學(xué)生認(rèn)識(shí)財(cái)政在國(guó)民經(jīng)濟(jì)中的地位

和作用，以及加強(qiáng)財(cái)政管理工作對(duì)經(jīng)濟(jì)管理的重要性；弄清財(cái)政學(xué)的基本理論內(nèi)容和基本政策制

度，并懂得運(yùn)用這些理論和政策制度分析、認(rèn)識(shí)經(jīng)濟(jì)財(cái)政中的現(xiàn)實(shí)問(wèn)題；熟悉財(cái)政的基本業(yè)務(wù)知

識(shí)和技能。具體內(nèi)容包括：財(cái)政的職能；財(cái)政支出的理論分析；財(cái)政支出的方向與方式；財(cái)政收

入的資金來(lái)源、規(guī)模與結(jié)構(gòu)；稅收制度、國(guó)債制度及國(guó)家預(yù)算管理體制；財(cái)政政策的目標(biāo)、方向

和實(shí)施手段；財(cái)政政策與貨幣政策的配合及在開(kāi)放的市場(chǎng)經(jīng)濟(jì)條件下的財(cái)政問(wèn)題。

Public finance is an applied theory subject, which plays a role of linking the general

economic theory and financial business. The task of the cour is to clarify the basic

knowledge, basic theory and policy, and make students understand the position and

function of finance in the national economy, and the importance of strengthening

financial management to economic management. Then they can u the theories and

policy system to analyze and understand the practical problems in economic

icly, content of the cour includes the function of finance, the theory

analysis of fiscal expenditure, the direction and the way of financial expenditure, the

source, scale and structure of financial revenue, the tax system, the national debt system

and the national budget management system, the target, direction and means of

implementation, the coordination of fiscal policy and monetary policy and the financial

problems in the open market economy.
