老師們、同學們:

大家好!森林是大自然的重要組成部分，是人類生活必不可少的物質基礎。說起大自然，同學們的腦海中往往會浮現出高山流水，一片郁郁蔥蔥、茂密的秀美景象，為什么會有這樣美妙的自然換覺呢?這不僅僅是因為電視里是這樣描繪的，也不僅僅是我們的語文老師教我們對大自然神奇的描述，根本原因是大自然如果沒有茂密的森林，沒有綠色植物的履蓋，那將是一個什么樣子呢?那將是一幅荒涼而蕭條的畫面。有了森林和綠草的點綴，大自然才會生機勃勃和豐富多彩，才會有社會的進步和發展。這也才是同學們心目中對美麗大自然的向往。所以說，森林是人類寶貴的物質財富，也是發展國民經濟不可缺少的珍貴資源。

樹木和小草也是和人一樣是有生命的，區別只是人會說話，會用肢體去表現自己的喜怒哀樂，而植物只是默默無聞地為人類作出它們的貢獻，有的樹木，它的生命比人的生命長3——5倍，如我們一些地方的風景樹，保寨樹，他們的年齡比我們的爺爺奶奶的年齡還要大上好幾倍，在我們的爺爺奶奶還是小孩的時候，這棵樹就是這個樣子的，而現在，我們的爺爺奶奶近入了古稀之年，而這棵樹同樣是這樣，這就說，明了這棵樹的年齡有上百年之多。有的還長達千年之多，我國黃山(安徽)的一個寺廟內就有兩棵古柏有兩千多年歷史。 the intelligent

就我們宣威而言，宣威鎮的林業承擔著全鎮生態建設和林產品供給的重要任務，我鎮是麻江縣林業大鎮，同時，林業也是我鎮一項重要的公益事業和基礎產業，近幾年來，隨著“還耕還林工程”、“封山育林工程”等項目工程在我們鎮的實施，我們鎮的森林得到了休身養息，各種功能也得到了顯現，生態方面，再現在水土流失面積和強度都在下降，水源枯絕的現象有所改善，經濟效益方面，各種林產品的產出率、供給率有所增加，比如以前六、七十年代，我們的木材不能自給，而現在，除能自足自給以外，還有部分外銷，為家鄉經濟建設作了一定貢獻。但是，森林資源的質量不高和分布不均勻，仍然自約著本地區的經濟快速發展，如我鎮的卡烏、翁東、富江等地區，就是因為資源潰乏而導致了本地區的經濟發展相對滯后。

目前，我鎮的林種、樹種結構不合理，中幼林居多，密度高而且質量差，森林火災隱患大，再個是立地條件差，比如我剛才提到的上述幾個地區，多數都是山高坡徒、土壤脊薄，一旦發生森林火災，自我恢復的能力極低，5——10年都難以恢復到沒有發生森林火災前的樣子，比如壩芒鄉水頭村岔河背后是1998年吧?發生了一起森林火災，到現在都10年了，到那里一看，就和沒有被火燒過的地方有天壤之別，那是植被稀少，巖石裸露，加上坡又高又陡，走在下面就怕石頭掉落砸到腦殼。還有，因為山高坡陡，在撲救森林火災過程中容易出現安全事故，比如，壩芒鄉樂坪村發生一起森林火災，有一個組長，是一個女就是在救火過程中被火燒傷致殘，光是醫療費用就用去38萬多元，又比如，我在貴州省委黨校脫產進修的一個同學，the intelligent integration of operations management. 名叫黃果園，是沿河縣一個鄉的黨委書記，也是在2005年在撲救一次森林火災的過程中，被來勢惡猛的火源包圍，在撒退時，滾下坡光榮犧牲，獻出了年青寶貴的生命，還有去年谷硐鎮樂埠村一村民在撲救森林火災過程中，達斷了腳桿，結果失火當事人家賠了他的醫療費、生活補助費7500元，還有就是年初鎮遠縣發生一起森林火災，有四位解放軍叔叔就是在這次撲救森林火災過程中也光榮犧牲，不知同學和老師們是否看過當時播出的電視，黔東南州委、州政府和和凱里市、鎮遠縣的居民都自發上街為4位革命烈士召開追悼會。

其實，這些火災是可以控制的，因為在我們這些地方都是次生林居多，多數火災都是人為造成的，可以說80%以上，都是人為造成的，我們林業局雖然采用了廣播、電視、發放宣傳資料，召開各種宣傳會議等形式大張旗鼓地宣傳森林防火，但是，還是有山火不斷頻頻發生，這說明了我們人民群眾，中小學生們對森林防火重視不夠，最起碼沒有做到高度重視，才造成這樣多的森林火災，給國家造成這樣大的損失，就年初而言，我縣光是投入預防森林火災的經費就有17萬元多，如果廣大村民和我們中小學生從都關愛森林、關愛大自然，就不會投入這樣大的人力、物力進行森林防火。17萬元呀，同學們，如果將這17萬元人民幣用在我們教育上的話，我看破可以購買一個村級完小的課桌椅也差不了多少，森林火災在給國家和人民財產造成損失的同時，也給縱火者造成重大損失。比如，谷硐甘壙村一小孩上坡放牛時在坡上燒粑粑吃，導致森林火災，千百萬過火面積100多畝，結果父母親因為這事賠嘗了4000多元錢，4000多元錢，對我們農村人來the intelligent

說確實是來之不易，還有就是杏山鎮羊昌坡村的一個婦女，在野外生產時不注意安全用火，引發森林火災，結果被判了3年有期徒刑，還有樂坪翁址村一老太公，放火燒山，結果也被判了刑，還有河壩村一村民上山生產用火不慎引發火災，也被判了刑。這些當事人因違法遭到國家法律制裁的同時，家人也為他們的形為造成了巨大損失，不管是經濟上的還是精神上的都不小，經濟上，人去牢教去了，家中各種生產和生活規律發生了變化，種的莊家趕不上別家的，經濟也沒有多余勞力去爭，嚴重的，有可能會造成有子女在校讀書的，出現輟學現象;精神上，家中親人為你一時的大意。生活上蒙上一層陰影，比如說那家父親在座牢，那家母親在坐

牢，假如你是其子女的話，你心里好受嗎。我想，大家是可想而知的，還有如果是你不小心引起火災，就大算不大，不到追究刑事責任，但是，你將在你輝煌的人生旅途中寫下了恢色的一頁。

目前，已進入秋冬季節，草木枯黃，枯枝落葉集聚增多，地衩物不斷加厚，這就給我們的森林防火工作帶來了很大難度。在此，我對同學們擔幾點希望:一是希望同學們務必高度警惕，上山時嚴禁野外用火。特別是不要抱著度一度好玩的心理去玩火，與人就有玩火者自焚這句萬語，請同學不要去試，不要去玩，既然森林為人類默默無聞地做了這樣大的貢獻，我們應該用平穩的心態，在善待人類的同時也要善待大自然，和大自然和諧相處。二是希望同學們作好森林防火義務宣傳員，為家鄉生態建設作出一點自己應該作的貢獻，放學回家后，用口傳形式向我們家中的哥哥姐姐、弟弟妹妹、父母親及親屬左鄰右the intelligent integration of

舍宣傳森林防火知識，提醒他們不要在坡上玩火，提醒父母親在野外榮任時，注意安全用火，保護好我們自己的綠色家園。三是希望同學們在回家的途中，在坡上幫助父母親勞動的時候，發現火情，找有通訊最近的地方將情況及時報告鎮政府、林業站、林業局或我們的老師，告訴時請說明發生火災的地點和位置，便于組織撲救。

四是希望同學們發現火災后，不要自行上山救火，你們上山撲救火災的積極性是好的，是值得表揚的，但是你們還很小，一是沒有撲火經驗，二是對火勢火情判斷不足，容易造成安全事故，所以發現火情后及時報告就行了。

同學們，盛世興林，防火為先，各位同學要切實提高認識，爭做義務宣傳員，預防森林火災的思想不能麻痹，精力不能分散，在認真抓好知識各大積累的同時，要發揮我們義務宣傳員的作用，大力宣傳森林防火知識，保證不斷提高森林防火工作的穩定性、連續性，進一步構建良好的森林防火環境，營造森林防火的濃厚氛圍，不斷將宣威森林防火工作推上新的臺階。同時，也祝各位同學在校努力學習，遵紀守法，在家聽父母的話，發揚我們中華民族遵重師長、熱愛姐妹的傳統美德。平平安安、健健康康地成長，到中國共產黨建黨100周年時，你們將是30歲左右的青狀年時期，到那時，你們將是我們偉大祖國的繼承者和建設者，希望你們善待人類、善待自然，用從現在走就積累知識，加上你們的智慧，報答祖國、報答父母，報答家鄉人民對你們的深情厚愛，用你們的力量去構建一個人與人、人與自然更加和諧的社會主義和諧社會。
