探索全球治理新模式：潘基文秘書長在荷蘭萊頓大學(xué)英語演講稿

Good afternoon, honored guests, and esteemed faculty

members. It is my pleasure and privilege to be here today at

the prestigious Leiden University to deliver a speech on

exploring new modes of global governance.

As we stand on the cusp of the fourth industrial

revolution, we are faced with challenges that are

unprecedented in human history. The rapid pace of

technological change, coupled with the complex and

interconnected nature of the global economy, prents us with

a host of political, economic, and social problems that

require urgent attention.

Against this backdrop, we need to rethink our existing

modes of global governance and explore new ways of sharing

responsibility, building trust, and promoting cooperation

across borders. The United Nations, which I have the honor to

rve, is committed to advancing this agenda through

multilateralism and dialogue.

At the heart of our efforts is the need to recognize the

interdependence of nations, as well as the diversity of

cultures, values, and interests that shape our world. This

requires a shift away from the zero-sum mentality that has

often dominated international relations, and towards a more

holistic and inclusive approach that embraces a multitude of

perspectives and voices.

One of the key challenges we face is how to ensure that

technological progress provides benefits to all members of

society, and does not exacerbate inequality and exclusion.

This requires designing policies and frameworks that promote

innovation, while at the same time protecting human rights,

privacy, and ethical principles. It also requires addressing

issues such as digital divide, cybercurity, and the impact

of automation on employment.

Another challenge is how to address the global governance

deficit, which has often resulted in a lack of accountability,

transparency, and legitimacy in decision-making process.

This requires reforming existing institutions and creating

new ones that are more reprentative, equitable, and

effective in addressing the needs and aspirations of people

around the world.

In this regard, I am plead to note that the United

Nations is undertaking a ries of reform initiatives aimed

at strengthening its capacity to deliver on its mandate.

The include measures to enhance the effectiveness and

coherence of our activities, improve the alignment of our

programs with national priorities, and expand our engagement

with civil society and other stakeholders.

At the same time, we recognize that the United Nations

cannot do everything alone, and that partnerships and

collaboration are esntial for achieving sustainable and

inclusive development. That is why we are working cloly

with other organizations and initiatives, such as the

Sustainable Development Goals, the Paris Agreement on Climate

Change, and the Global Compact on Migration, to mobilize

collective action and build a more resilient and prosperous

future.

Ladies and gentlemen, in conclusion, I would like to

stress that the quest for new modes of global governance is

not a task that can be accomplished overnight, nor by any

single entity or actor. It requires sustained effort,

dialogue, and cooperation, guided by a shared vision of a

world that is just, peaceful, and sustainable for all. It is

my hope that we can all play our part in this endeavor, and

work towards a future that we can all be proud of. Thank you.
