潘基文連任聯合國秘書長就職演說(英漢):團結起來,一切皆有可能

　　With your decision this afternoon-with your warm words-you do me a very great honour, beyondexpression. Standing in this place, mindful of the immen legacy of my predecessors, I am humbled byyour trust and enlarged by our n of common purpo.　　你們今天下午作出的決定以及給我的溢美言辭，令我感到無比榮耀，激動之情 難以言表。站在這里，回想起歷屆秘書長作出的巨大貢獻，我對大家給予我的信任 深感謙卑，更對我們的共同目標信心倍增。　　This solemn occasion is special in another respect. On being sworn in, a few moments ago, I placedmy hand on the United Nations Charter—not a copy, but the original signed in San Francisco. OurFounding Fathers deemed this document so precious that it was flown back to Washington, strapped to itsown parachute. No such consideration was given to the poor diplomat accompanying it; he had to take hischances. We thank the United States National Archives for their generosity in lending it today, and fortheir care in prerving it.　　今天這一莊嚴的時刻尤為特殊，在剛剛結束的宣誓儀式中，我將手放在了聯合 國憲章之上——不是副本，而是當年各國在舊金山簽署的原件。我們的創立者無比 珍視這份文件，當年專門用飛機將它送回華盛頓，僅有的降落傘也系在了文件上， 甚至沒有留給運送它的可憐的外交官。我們感謝美國國家檔案館今天把這份原件帶到聯合國，也感謝他們對它長期以來的精心保護。　　The Charter of the United Nations is the animating spirit and soul of our great institution. For 65years, this great Organization has carried the flame of human aspiration—“We the peoples”. From thelast of the great world wars, through the fall of the Berlin Wall and the end of apartheid, we have fedthe hungry, delivered comfort to the sick and suffering, brought peace to tho afflicted by war. Thisgreat Organization, dedicated to human progress—the United Nations.　　聯合國憲章是我們這個偉大機構的精神和靈魂。65年來，這個偉大的組織一直 維系著人類理想的火焰——“我們即聯合國人民”。從世界大戰結束，到柏林墻倒塌， 再到種族隔離政策廢除，我們一直致力于消除貧窮與饑餓，戰勝疾病與苦難，維護世 界和平與穩定。這個偉大的組織，致力于人類的進步與發展，這就是聯合國。　　We began our work together, four and a half years ago, with a call for a “new multilateralism”~anew spirit of collective action. We saw，in our daily work，how all the world’s people look more andmore to the United Nations. We knew then~ and more so now~that we live in an era ofintegration andinterconnection, a new era where no country can solve all challenges on its own and where every countryshould be part of the solution. That is the reality of the modern world. We can struggle with it, or wecan lead.　　四年半前，我們響應“新多邊主義”的精神，力求在國際事務上采取協同一致 的行動。從我們的日常工作中，我們能感受到世界人民對聯合國關注越來越多，從 過去到現在，我們愈加意識到我們生活在一個相互融合、密不可分的世界，每一個 國家都無法獨立應對所有挑戰，每一個國家都需要為解決問題作出各自的貢獻。這 就是當今世界的現實問題，我們或糾纏其中，或發揮起領導作用。　　The role of the United Nations is to lead. Each of us here today shares that heavy is why the United Nations matters in a different and deeper way than ever before. To lead, we mustdeliver results. Mere statistics will not do. We need results that people can e and touch，resultsthat change lives~make a difference.　　聯合國扮演的角色就是領導。今天在座的每一位都肩負著這一重要責任。正 因為如此，聯合國比以往更為重要，其影響力也有別于往昔。要領導，就要取得成 果。單純的統計數據是不夠的;我們需要人們能看得見、摸得著的成果，需要能改變人們生活、不同凡響的成果。　　Working together, with goodwill and mutual trust, we have laid a firm foundation for the we began, climate change was an invisible issue. Today, we have placed it squarely on the globalagenda. When we began to work together, nuclear disarmament was frozen in time. Today, we e have advanced on global health, sustainable development and education. We are on track to eliminatedeaths from malaria. With a final push, we can eradicate polio, just as we did smallpox long ago. Wehave shielded the poor and vulnerable against the greatest economic upheaval in generations. We have stood firm for democracy, justice and human rightsin C?te d’Ivoire，North Africaand beyond. We have carved out a new dimension for the “responsibility to protect”. We created UNWomen to empower women everywhere. That includes the United Nations system itlf. And yet, we neverforget how far we have to go. We must continue the important work that we have begun together.　　聯合國前所未有的站在了保護民眾和構建和平的最前線——從蘇丹，到剛果 民主共和國，到索馬里，從阿富汗，到伊拉克，到中東地區。我們堅定地捍衛著 民主、公正與人權——從科特迪瓦，到北非，到世界各地。我們還開展了 “保護責 任”的新層面，我們成立了聯合國婦女屬以加強世界各地的婦女權利，也包括在聯 合國系統內部。然而，我們永遠不會忘記我們還有很長的路要走。我們必須繼續我們已經共同開始進行的各項重要工作。　　As we look to the future, we recognize the imperative for decisive and concerted action. In economichard times, we must stretch resources一do better with less. We must improve our ability to “Deliver asOne”. We must do more to connect the dots among the world’s challenges, so that solutions to oneglobal problem become solutions for all—on women’s and children’s health, green growth, moreequitable social and economic development. A clear time frame lies ahead: the target date for theMillennium Development Goals in 2015; next year’s “Rio+20” Conference; the high-level meeting onnuclear safety in September; and the Nuclear Security Summit in Seoul next year.　　展望未來，我們意識到決定性和協調一致的行動勢在必行。在經濟困難時期， 我們必須擴展資源——用更少的資源做到更好。我們必須提我們“共同發聲”的 能力。我們必須作出更多努力將世界面臨的挑戰協調起來，一個全球性問題的解決 方法將應用到所有的問題中，包括婦女和兒童的健康，綠色增長，更公平的社會和 經濟發展。一個明確的時間表正擺在我們面前：2015年實現千年發展目標，明年舉行 “里約+20”會議，今年9月舉行核安全高級別會議以及明年首爾舉行的核安全峰會。　　In all this, our ultimate power is partnership. Our legacy, such as it may be, will be written inalliance~the leaders of the world, leading in common cau. As in the past, I count on your support andeven deeper partnership. By acting decisively to renew my mandate, you have given the gift of time—timeto carry on the important work that, together, we have begun. In the months to come, we will be reachingout to you for your views and ideas. Drawing on tho discussions，I shall prent our broader long-termvision at the next General Asmbly in September.　　面對所有這些議題，我們的最終力量便是合作。我們的工作將在共同努力下取 得成果，世界的領袖將在共同的道路上達成目標。跟過去一樣，所有工作都有賴于 諸位的支持和更為深入的合作。今天各位堅定地支持我連任，讓我有更多的時間將 巳開展的各項工作繼續下去。在接下來的幾個月里，我們將同在座諸位交換觀點和 想法，聆聽意見，并以此為基礎，在9月將舉行的下屆聯合國大會上，闡述聯合國未 來更為長遠的目標和愿景。　　My predecessor Dag HammarskjPld once said: “Never for the sake of ‘peace and quiet，deny your ownexperience or conviction.” Like my distinguished forebear, I take this lesson to heart.　　我的前任秘書長達格?哈馬舍爾德曾經說過：“不要為‘和平與寧靜’而否定 自己的經驗或信念。”如我的前輩一樣，我將把它銘記在心。　　It has been a great privilege to rve as your Secretary-General. That you should ask me to rveonce again makes it all the greater. With gratitude for your support and encouragement, and honouringyour trust, I pledge my full commitment to accept your support. I am proud and humbled to accept. AsSecretary-General, I will work as a harmonizer and bridge-builder—among Member States, within theUnited Nations system and between the United Nations and a rich diversity of international partners.　　擔任秘書長一職一直是我莫大的榮幸，今天再次獲得大家的任命使我倍感光 榮。帶著對各位支持與鼓勵的感激之情，心懷不辜負大家信任的責任之心，我自豪 而謙卑地接受大家的決定。作為秘書長，我將在會員國之間、聯合國系統內部以及 聯合國與諸多國際伙伴之間發揮起協調員和架橋者的作用。　　To quote the great philosopher Lao-tzu: “The way of heaven is to benefit others and not to way of the sage is to act but not compete.” Let us apply this enduring wisdom to our work of the competition of ideas, let us find unity in action.　　偉大的哲學家老子曾說過，“天之道，利而不害;圣人之道，為而不爭。”讓 我們將這種不朽的智慧應用到今天的
